As already reported at Geektimes , in April of this year, the State Duma introduced a bill with the complex name “On Amendments to Certain Legislative Acts of the Russian Federation in Part of Establishing Additional Measures to Counter Terrorism and Ensure Public Security”.
The bill adds significant changes to several laws, including compulsory storage “for three years of information on the facts of reception, transmission, delivery and / or processing of voice information and text messages, including their content, as well as images, sounds or other messages of users of communication services ... "for operators. Plus, the operators are obliged to provide the "authorized state bodies" any information about users.
The bill was submitted to the special committee of the State Duma for security and anti-corruption, which recommended the lower house of parliament in the first reading, this package of amendments, write RIA Novosti.
The implementation of the bill causes certain difficulties for telecom operators, who will have to rebuild a massive infrastructure that allows them to store huge amounts of data. The storage system for only one of the companies, VimpelCom, will costsomewhere in the $ 18 billion. Other companies have shown comparable amounts of expenditures on creating the appropriate infrastructure. At the same time, the annual revenue of operators is much lower than the estimated costs. So, last year, VimpelCom's revenues on the Russian market amounted to $ 4.6 billion, MegaFon - $ 5.2 billion, MTS - $ 6.4 billion.
According to experts, equipment for storing this amount of data (for the entire infrastructure, without binding to a separate operator) will cost $ 70 billion. And this is without taking into account the creation of new data centers and associated costs.
The proposed amendments can be considered by the State Duma in the first reading already on May 18.
