As you know, on April 7, State Duma Deputy Irina Yarovaya and Federation Council member Viktor Ozerov proposed to amend federal legislation, including one amendment to the Law on Communications, in paragraph 1 of Art. 64: “Telecom operators are obliged to store information on the facts of reception, transmission, delivery and / or processing of voice information and text messages, including their content, as well as images, sounds or other messages of users of communication services in the Russian Federation for three years” .
Telecom operators announced the estimate of the amount of storage of such a volume of data. It turns out that the costs of monitoring subscribers will exceed the annual revenue of operators.
VimpelCom stated that the storage system would cost approximately $ 18 billion. The volume of stored information is 705.8 billion minutes of voice calls, 39 billion text messages and 5 exabytes of data.
Megafon estimated the budget at $ 20.8 billion. The volume of stored information is 700 billion minutes of voice calls, about 50 billion text messages and about 6 db datasets.
MTS did not give an approximate figure, but agreed that it was about the same order. Total annual traffic is 5-6 exabytes.
For comparison, last year VimpelCom's revenues on the Russian market amounted to $ 4.6 billion, Megafon - $ 5.2 billion, MTS - $ 6.4 billion.
Operators believe that the equipment for storing this amount of data costs about $ 70 billion. In addition, the cost of building new data centers and power supply will be added. In fact, Russian operators are demanded to build at their own expense an infrastructure like that of the NSA.
