Cyber ​​Police: Security in Virtual Space?

    News. At the beginning of 2014 in Ukraine there were already attempts to introduce laws that would limit the Internet space, introduce blocking sites in a package with other innovations to limit freedom of speech and civic activism, directly copied from similar regressive Russian legislation.



    Does this mean that in Ukraine they want to introduce an identical Russian model for regulating the Internet space; by blocking hundreds of thousands of respectable Internet resources that are completely irrelevant to prohibited topics, by expanding the criteria for prohibited information globally to harm users of the network and the IT industry? In October, recruitment into the cyberpolice began actively - a special department that will replace the current department to combat cybercrime. A lot of materials appeared on the website of the Ministry of Internal Affairs of Ukraine, which speak about the gradual transformation of the current model of the unit into the latest police body, which can instantly respond to cybercrimes and threats. In less than a day from the start of accepting applications for the position of cyber police officers, about 3,000 Ukrainians filed.

    Every day this news is overgrown with new details. On October 26, certification will be held for those who applied for work in the new department to combat crime in cyberspace, and on November 5, officially the cyber police should begin work.

    Why does Ukraine need cyberpolice, its tasks, what will it change in the life of Ukrainians?




    As earlier reported by the speaker of the Ministry of Internal Affairs Artem Shevchenko, the department expects that there will be about 10 thousand people who want to be on-line police. It is planned to recruit a total of 400 cyber cops. It follows from this calculation that 25 candidates will apply for one vacant seat. The current employees of the Ministry of Internal Affairs, in turn, assure by right of anonymity that there can be many times more people who want to become a cyberpolice - none of the old department for fighting online crime held a salary of 25-30 thousand hryvnias ($ 1100-1300) .
    “Although, on the other hand, good specialists are unlikely to go to work for 25-30 thousand hryvnias. Of course, they could try to combine the civil service with the main work, but it won’t work out - given the number of special agents and the volume of tasks for them in Kiev, there will be no time left for any other activity. And the admission to the ranks of new police officers seems to me a little illogical - and before that, programmers volunteered to break into hacker sites and make sure that they could not infiltrate our resources. Why else hire? Another issue is banking security. This, in a good way, should be handled by bank employees themselves, ”says one of the software developers at one of the major IT companies, Software Architect.

    When asked why: in the country the number of cybercrimes is growing steadily every year, hacker and mail hacking, DDoS attacks and database thefts have become more frequent.

    As of October 19, according to the power department, 6567 questionnaires were submitted, of which 2223 - for the post of special agent for information technology and 4344 - for the post of inspector.



    General requirements for future inspectors and special agents:

    • The desire for quality change in the fight against cybercrime.
    • Ukrainian citizenship.
    • Age from 21 years.
    • Higher education.
    • Lack of criminal record.
    • Fluency in Ukrainian, English and Russian.
    • Ability to make decisions and act in a limited time.
    • Skills of using psychology and social engineering.

    Special requirements for inspectors:

    • Legal education is desirable.
    • Knowledge of the law governing the fight against cybercrime.
    • Understanding the mechanism of cybercrime.
    • Adequate level of physical fitness to perform operational tasks.

    Special requirements for special agents:

    • Technical education is desirable.
    • Knowledge of Chinese will be an advantage.
    • Understanding the principles of network security.
    • Experience in intercepting and analyzing network traffic.
    • Experience in programming in high and low level languages.
    • Experience reverse engineering malicious software.
    • Knowledge of the architecture of the most popular operating systems.
    • Experience in computer technology research.

    They will take the best experts in the field of cybercrime. That is, those who can pass the competition for the position of inspector or special agent. A potential cyber inspector is an adult, convicted citizen of Ukraine with higher education. In addition to specialized knowledge in the field of law and understanding of the phenomenon of cybercrime, he must also be fluent in Ukrainian and English, have the skills to use psychology and social engineering, and must be well prepared physically.

    The requirements for potential special agents are somewhat more thorough. In addition to all of the above, they must also be fluent in Chinese, have experience in intercepting and analyzing network traffic, programming in various languages, experience in reverse engineering of malicious software and computer-technical research.

    What will the cyberpolice do:




    1. Realization of state policy in the field of combating cybercrime.

    In the field of the use of payment systems:

    Skimming (shimming) - illegal copying of the contents of the tracks of the magnetic strip (chips) of bank cards;
    Cash trapping - stealing cash from an ATM by installing a special restraining pad on the tent of the ATM;
    Carding - illegal financial transactions using a payment card or its details, not initiated or confirmed by its holder;
    Unauthorized debit of funds from bank accounts using remote banking systems.
    In the field of e-commerce and business:

    Phishing - tricking Internet users of their usernames and passwords for electronic wallets, online auction services, money transfer or currency exchange;
    Online fraud - the seizure of funds of citizens through online auctions, online stores, websites and telecommunications communications.
    In the field of intellectual property:

    Piracy - illegal distribution of intellectual property on the Internet;
    Card sharing - providing illegal access to watching satellite and cable TV;
    In the field of information security:
    Social engineering - technology for managing people in the Internet space;
    Creation and distribution of viruses and malware;
    Illegal content - content that promotes extremism, terrorism, drug addiction, pornography, a cult of cruelty and violence;
    Refiling - illegal substitution of telephone traffic.

    3. Advance public awareness of the emergence of new cybercrimes.

    4. Implementation of software tools for systematization and analysis of information on cyber incidents, cyberthreats and cybercrime.

    5. Responding to requests from foreign partners that will come through the channels of the National 24-hour network of contact points.

    6. Participation in advanced training of police officers on the use of computer technology in the fight against crime.

    7. Participation in international operations and cooperation in real time. Maintenance of a network of contact points between 90 countries of the world.

    In the near future, in the cyber police (planned), the creation of online sites for the registry and further blocking of Internet resources through which the distribution and sale of prohibited content is carried out. Sites containing pirated content, viruses, child pornography and phishing materials will be added to such a registry. An interesting solution, given that on many sites operating on the principle of social networks, such content can be downloaded by any user.

    There are many opinions and disagreements about this all.
    “It would be much more logical for the government to come to an agreement with those who previously had been engaged in the fight against cybercrime for free, so that they would continue their activities on a volunteer basis. But so that people can not abandon the main job and get a normal income. And the current employees of the anti-cybercrime department could be re-qualified so that they, too, reach the level of a system administrator, ”says an IT worker.

    According to the employee, both times, when he came across a department of the Ministry of Internal Affairs to combat online crime, the server was taken out from the office of the IT company where he works. Like, on them were found pornographic images.

    “There was no pornography there - we are developing software, not shooting porn. In general, this was just an excuse to seize expensive equipment and once again intimidate our foreign leadership. I remember how, during the first search, a personal computer worth 20 thousand hryvnias (approximately $ 1000) was taken from me, one of the inspectors said: “What is this company? A bitten apple, it’s clear ... I don’t earn as much a year as this junk costs, ”says one software developer.
