According to the Hetzner hoster, as a result of excavation, the optical highway between the cities of Dürrengleina and Saaletal / Jena was damaged.
Traffic started through backup channels.
In particular, the problem affects servers on the RZ10-RZ15 sites located on this German hosting.
At 23:30 Moscow time, the Wingas backbone provider reports that the repair will last a few more hours.
My sites hosted on Hetzner servers are noticeably slower.

UPD 1:40 MSK: Repair: The fiber cable has been fixed. We are switching back to normal operations right now. We are still closely monitoring the situation.
