Express paperwork

Many have received or lost documents at least once in their life (passport or passport, possibly a military ID). Not always, the process of obtaining or recovering went smoothly, without unnecessary nerves. I understand that the topic is not so closely related to IT, but I would like to talk about the optimization of the process.

It sometimes amazes me how a state with a developed bureaucracy can walk past money. A commonplace example that I recently encountered is paperwork (new, lost ones are not important). Imagine you need to apply for a document: passport, passport, military ID. You have a couple of options. The first is to collect the necessary certificates and take them for processing, then wait (usually not for a long time that it will be ready in a reasonable amount of time). The second is to look for ways to accelerate (personal charm, gifts, etc.), which will entail mandatory cash costs, but in time it will be more relevant.

Now imagine a situation where the process would be fully regulated. There are certain deadlines within which you can count on getting the right document. For example, the term is 1 calendar month. They came, passed the required certificates, wait for the deadline and get a document. Most often it happens that a document is needed urgently: a ticket is on, you need to get a loan or something else. This is where it would be possible to raise money for completely legitimate reasons. That is, to set the terms and cost of express paperwork, example: 1 day, 3 days, 5 days, 1 week, 2 weeks. Not all documents can be issued quickly and the terms can be selected more reasonable. Accordingly, the shorter the time, the more expensive the design. Those who are satisfied with the expectation or have the opportunity to wait, do the usual way and nothing more than the state. does not pay duties. With express paperwork, you can give bonuses to employees, stimulating them in this way.

Something like this seems like an ideal scheme. It has expenses for those who make documents, but there are also guarantees that the right paper will be received on time. The government does not remain in the loser.

And what do you think would be the flaws in this situation? How could this scheme be optimized?

PS: Possible disadvantages are that you have to withstand the deadlines for fulfilling orders. Otherwise, the meaning is lost in the event. And also "around the world" will go offices that provide "assistance in the rapid processing of documents." They simply will not be urgently needed. The main point is guarantees and the absence of problems during registration (for example, you have handed over documents, waited a month, came, but nothing is ready).
