ROI: On the public initiative “To equate the publication of violations by users of social networks and other resources to appeals to the relevant state bodies”

    At the moment, all state bodies of the Russian Federation cannot initiate actions of an administrative (and not only) nature without a written application from a citizen of the Russian Federation.
    But at the same time, people leave messages on the Internet: on forums, social networks and more. Someone uploads a photo, someone writes an exposing text. Some post videos of offenses. It turns out an array of information about offenses.

    ... why not develop a special mechanism that, when publishing data on offenses, for example, in Vkontakte, with a couple of special tags, does not equate appeals to the relevant state bodies.

    Example 1

    Expired (moldy / spoiled) products were sold to you in the store. You found this fact when you came home. Naturally, you don’t feel like throwing food into the trash and you go to the store to exchange your chosen products for others (or demand a refund). Upon arrival at the store, you contact the administrator, who does not admit the guilt of the store and does not help you. As a result, you are annoyed and want to somehow punish the store. In this case, you can complain to RosPotrebNadzor and write a statement to the store. As a result of your appeal, the store will need to check. When revealing the facts, the store pays a rather big fine.
    What do you think, after how many appeals and fines will the store begin to behave normally? It seems to me that fast.

    Example 2

    I park like ***.
    Sometimes, when you walk around the city, you probably come across the fact that cars park on sidewalks, lawns, and other places. In some cases, you have to walk in the lap to the buildings, and mommies with strollers simply can not squeeze between the wall of the building and the car. A similar situation is observed in many yards in Russia.
    And as they stand, they continue to stand. Meanwhile, this violation is described in Article 12.19 of the Code of Administrative Offenses and provides for various fines. But for some reason no one fines them. Maybe there are simply no complaints from citizens?
    But you can replenish the city budget due to this.
    Of course, someone will say that there are no parking lots. Yes. They may not be, but there is public transport. If you don’t want to pay a fine, please either leave the car in designated places or use public transport.

    Example 3

    Autoham on the road.
    In Irkutsk, on the city portal, there is a column of the same name , whose heroes can either replenish the city budget or lose their driver’s license. Of course, provided that the authors of these videos and photos write a statement to the police, which, most likely, will not happen.
    But if the photo-video data will automatically be considered as appeals to government bodies, these drivers will be deservedly punished.

    Perhaps you can give many more examples of offenses that occur in everyday life, but which simply do not pay attention. There is no time, desire and other things to deal with them. Therefore, the people enjoy their impunity. Although part of the basic problems can be solved if the perpetrators know that they will be punished. And fines even for the most persistent pocket will sooner or later one way or another hit him. And the next time a person will think about breaking the law.

    Possible implementation mechanisms


    1. Provide an API to domestic social networks and all Internet resources by implementing which, users who have an account on public services, after linking their public services account to the account on the site (for example, Vkontakte or Odnoklassniki) would be able to send allegations of violations in automatic mode.

    2. Provide special hash tags or checkboxes "send an application to government agencies", after which the message published by the user will be transmitted to government agencies.

    3. For some tasks, you can introduce control and automation systems: a message can gain a certain number of likes before leaving for state agencies. The car number and location can be automatically determined and checked how many people have reported this violation, etc.
