In the States, a bill promoted by Amy Kloubchar and John Cornyn, which defines illegal streaming as criminal, has overcome a major new step. The text was approved by the Senate Law Commission. The Commercial Felony Streaming Act (S. 978) will now be submitted to the Senate for a general vote.
As emphasized by The Hollywood Reporter , the Obama administration and the cultural industry coalition support the bill. “ This bill will equate the actions of the administrators of such sites with a crime,” said Machael O'Leary, MPAA Executive Vice President . This bill allows closing the legal gap between P2P downloads and streaming, which this law defines otherwise.
The text submitted to the commission relates to illegal streaming for commercial purposes. The maximum punishment provides for up to 5 years in a maximum security prison, for the distribution of 10 broadcasts over a six-month period. The financial profit of each of them must exceed $ 2500 in order to avoid punishment for distributing a personal video.
